There are two Bears hidden underneath the frozen tiles and both of them are 6 x 3 in size. When you find the Bear’s head you’ll know where the rest of it is located.

Not only are the Licorice locks preventing you from moving the candies they block, they also prevent candies from moving from the top to the bottom of the playing field. Because of this you should focus on clearing at least the majority of the Licorice locks as quickly as you can. When most of them are gone you can more easily match candies and create special candies.

Since there is no soda on the playing field, candies move from the top to the bottom. You should match candies as low on the playing field as possible as often as you can. Doing this will shift the largest amount of candies, hopefully creating matches automatically. But don’t forget to keep an eye out for the Bears. You don’t want to blindly match candies when the goal of the level is to find the Bears.
