They don't hate their fans they just wanted to do their own thing and probably didn't put much thought or effort into adding balding ghoul models. @DirtyOldShoe Well maybe we all don't think that but in the hardcore Bethesda fan boys' minds, Fallout 4 and Todd is #1 in their books. For Fallout 4 on the Xbox One, a GameFAQs message board topic titled 'Official hidden WIP mods thread 2 - body mod boogaloo'.
Caliente's Beautiful Bodies Enhancer is a mod for Fallout 4, created by Caliente and Ousnius.
Description:
CBBE replaces the vanilla female body that all adult female characters (player and NPC) share, with one that is fully customizable with the BodySlide tool. By default there are three nude options available that don't require anything but installation, as well as lore-friendly underwear styles for these body shapes (using Beth's own unused underwear meshes).
These meshes have a total of over 21k vertices - compared to the vanilla body's modest 1750 - for optimal smoothness. In tests there have been no reports of these high-poly meshes causing any slow down, but may still be too much for weaker systems to use, so be warned. Also, as a separate download, are a selection of vanilla outfits converted to CBBE and BodySlide.
Instructions:

Download the file and extract the options you need into your Data folder using 7-zip.

Unchanged ghouls:
Hancock - there's a cool replacer on Nexus, and its concept is pretty similar with this mod.
Bobbi No-Nose - she has no nose, let's give her none.
Non-unique ghoul NPCs (e.g. Triggerman) - I don't find the need to make them look different if their purpose of existence is nothing but for the kill and loot
Seeking permission from the author of the Hancock mod to use his textures.
Don't expect me to respond to those 'noseless ghouls are cool, you're a jerk, you're a bigot' comments. I like the half-ghoul race in an FNV mod, so I decided to take its concept and make one in Fallout 4, nothing else. :)
Incompatibility:
Mods that change the faces of SPECIFIC ghoul NPCs.
Load this mod lower than any mod that alters ghoul race and specific ghoul NPCs, if you want it to take effect.
